Responsible Service of Alcohol
To manage premises in a pro-active manner in order to avoid problems of drunkenness, violence and/or underage drinking, licensees and bar-staff should have a knowledge of:
- The requirements of liquor law and the various responsible of licensees and bar-staff;
- The effects of alcohol on the human body and the ways to identify increasing intoxication; and
- Stratagies to prevent customers from becoming drunk and ways to effectively deal with customers who do reach that stage of intoxication.
Effective staff training, adoption of Responsible Serving of Alcohol House Policy and proper management of the bar area are critical aspects of responsibly serving alcohol.
Responsible Service of Gaming
Employees that hold a Gaming Industry Licence are require to complete a Responsible Service of Gaming course.
Under section 9A.1.18 of the Gambling Regulation Act 2003, the VCGR approved THHADG03B Provide Responsible Gambling Services as a course that relates to the responsible provision of gambling. This approval took effect from 19 September 2006.
Clubs Victoria, in consultation with William Angliss Institute of TAFE, the Australian Hotels Association, and with representative of Gambler's Help, has developed responsible gaming training courses for staff and managers employed within gaming venues across Victoria. These accredited programs have been developed to meet specific identified needs of the Victorian gaming industry (from both an employee and a customer perspective), as well as addressing the required learning outcomes within the nationally accredited hospitality unit - "Provide Responsible Gaming Services" THHADG03B.
Structure of courses is as follows:
- Responsible Service of Gaming (half day)
- Responsible Service of Gaming - Advanced (full day)
On 19 September 2006, the VCGR determined that new gaming industry employees who are working in the gaming machine area of an approved venue are required to undertake the existing approved responsible provision of gaming training course. This means that new employees have until 19 September 2007, or six months after the commencement of employment, whichever period expires later, to undertake the approved training.
The VCGR further determined that existing gaming industry employees who are working in the gaming machine area of an approved venue should be required to undertake a responsible provision of gaming training update course. This requirement will not take effect until such time as the VCGR approves an update course. All industry participants will be notified once this occurs.

Gaming Staff
In Victoria you must hold a valid licence if you are performing certain duties in gaming venues, the casino, approved bingo centres or if you are servicing or maintaining electronic gaming machines. On 25 June 2005 a new licence, called the Gaming Industry Employee’s Licence, came into operation. This licence enables the holder to perform the prescribed duties of a special employee or technician or the functions of a bingo centre employee. A separate casino special employee’s licence is still required for persons performing prescribed duties in the casino.
