Codes of Conduct

Gaming regulation in Victoria requires venues to comply with a Code of Conduct

All gaming venues are required to meet standards of regulations and these standards are set out with the various codes of conduct assocaited with the gambling legislation.

  • This Code of Conduct requires an approved review process to ensure compliance and submitted to the regulator. This review of the operation of the Code should occur at not less than yearly intervals and use a process which includes input/feedback from all staff and a sample of patrons.
  • There are four Codes within the market:
    1. Clubs Code
    2. RSL Code
    3. AHA Code
    4. AHL Code
  • Additionally Clubs are required to separately maintain a Self Exclusion Program.
  • There are two SEP programs on offer within the market:
    1. SEP1 managed by AHA
    2. SEP2 managed by Clubs Victoria
  • Clubs have a choice as to their Code of Conduct and SEP management requirements; but Clubs have a mandatory compliance requirement. In other words, Clubs must choose both the Code and SEP program that best meets their needs.
  • An SEP program does not manage the Code nor include the mandatory review process, these requirements are very different.
  • A club can subscribe to a SEP provider but they must separately manage their Code compliance based upon one of the four approved Codes.
  • It is possible a club can develop their own Code and manage it themselves; but this requires statutory approval by the regulator, the approval process for an individual code is difficult.
  • Therefore a club must comply and therefore must choose
    1. A Code to subscribe and advise the VCGR of that choice,
    2. A Code manager who manages the review for a Club, and
    3. A SEP program provider.
  • The Club Code has been developed for Clubs based on the separate needs of Clubs. It is different to the other Codes and allows greater flexibility based upon the needs of Clubs, however there is no obligation for Clubs to subscribe to this Code, although it is our recommendation that members do.
  • There is no requirement for Clubs to use the Club Code BUT there is a requirement to comply with a Code and therefore complete regular compliance reviews.
